ИСТИҚЛОЛИЯТ РАМЗИ СОҲИБДАВЛАТӢ ВА ВАТАНДОРИИ МИЛЛАТИ САРБАЛАНДУ МУТАМАДДИНИ ТОҶИК

Ҳамватанони гиромиқадр!

Дар остонаи таҷлили 33-юмин солгарди Истиқлолияти давлатии Ҷумҳурии Тоҷикистон Фонди қарзии хурди “Фонди бозтамвил” яко яки Шуморо бо  фарорасии ин ҷашни бузургу тақдирсози миллатамон самимона табрику муборакбод мегӯяд!

Рӯзи истиқлолияти давлатии Тоҷикистон барои миллати куҳанбунёд ва сарбаланди тоҷик бузургтарин ва шукуҳмандтарин санаи сиёсиву таърихӣ ба ҳисоб рафта, ин рӯзи ба воқеият табдил ёфтани ормонҳои ҳазорсолаи ниёгонамон ва натиҷаи талошҳои халқи куҳанбунёди мо барои расидан ба соҳибдавлативу соҳибихтиёрӣ мебошад.

Ҳамагон бояд донанд, ки барои ҳар миллат истиқлолияту озодии ватан бузургтарин сарват ва нодиртарин неъмат буда, арзиши он бебаҳост. Асосгузори сулҳу ваҳдати миллӣ – Пешвои миллат, Президенти Ҷумҳурии Тоҷикистон муҳтарам Эмомалӣ Раҳмон мегӯянд: “Истиқлолияти давлатӣ барои мо — тоҷикон дастовард ва неъмати муқаддастарин аст ва мо онро аз ҳама арзишҳои дигар азизу муқаддам медонем”.

Ин суханҳои Пешвои муаззами миллат моро пайваста барои чун гавҳараки чашм ҳифзу нигоҳдории истиқлолият роҳнамоӣ менамояд.

Даврони Истиқлолият барои мо имкони воқеӣ фароҳам овард, ки роҳи имрӯзу ояндаи миллат ва пешрафти минбаъдаи кишвари азизамонро ба сӯи ҷомеаи демократӣ, ҳуқуқбунёд ва дунявӣ интихоб намоем. Соҳибистиқлолӣ барои миллати тоҷик нишони барҷастаи пойдории давлат, бақои симои миллат ва рамзи асолату ҳувият мебошад.

Ин рӯзи муборак, ки дар саҳифаҳои таърихи навини Ватанамон бо хатти заррин сабт шудааст, барои мардуми куҳанбунёду тамаддунсози мо санаи барқарор гардидани адолати таърихӣ, яъне соҳиби давлатдории мустақили миллӣ гардидани миллати тоҷик ва дар арсаи байналмилалӣ парафшон шудани парчами давлати тоҷикон мебошад.

Яъне ҳамаи мо – шаҳрвандони Тоҷикистон вазифадор ва масъул ҳастем, ки сарҷамъу муттаҳид бошем, сулҳу суботи бо қимати ниҳоят гарон бадастовардаамонро ҳифз кунем, манфиатҳои милливу давлатиро аз тамоми манфиатҳои дигар боло гузорем ва ба хотири ободии Ватан, рушди давлат ва таъмин кардани зиндагии шоистаи халқамон содиқона, софдилона ва аҳлона меҳнат кунем.

Бешубҳа ба ҳамагон маълум аст, ҳамаи дастовардҳои то имрӯз ноилшудаи давлати тоҷикон маҳз ба шарафи фароҳам омадани Истиқлолият мебошад.

Ба ин хотир, муқаддас доштани истиқлоли давлатӣ, ба ҷо овардани шукронаи давлати соҳибистиқлол ва Ватани озоду соҳибихтиёр вазифа ва қарзи шаҳрвандии ҳар як фарди бонангу номуси ҷомеа мебошад.

Дар солҳои охир пешрафти босуръати илму техника ва раванди қувват гирифта истодаи ҷаҳонишавӣ инсониятро ба муҳити нав ворид намуда, боиси ташаккул ёфтани низоми фарогири ва равобити сиёсиву иқтисодӣ, иҷтимоиву фарҳангӣ ва иттилоотиву маънавӣ гардидааст. Бо боварӣ метавон қайд намуд, ки бо нерӯи ақлонӣ ва ҷисмонии мо метавонем, Истиқлолияти давлатии худро ҳифз намоему Ватанамонро ободу зебо гардонем. 

Имрӯз низоми бонкии мамлакат ҳамқадами Истиқлолият пеш меравад ва ба дастовардҳои назаррас ноил мегардад. Бо шарофати истиқлолият рушди низоми бонкии кишвар ҳамчун омили муҳими ба афзоиши рушди иқтисодиёти миллӣ мусоидаткунанда мунтазам таҳким ёфта, дастовардҳо дар самти татбиқи сиёсати пайгиронаи макроиқтисодӣ, суботи молиявӣ, таҳкими низомҳои пулию пардохтӣ, пешниҳоди хизматрасониҳои муоссири бонкӣ, маблағгузориҳои қарзӣ ба соҳаҳои гуногуни иқтисодиёти кишвар таъмин гардид.

Бешубҳа ҳамаи ин дастовардҳо аз самараи Истиқлолияти давлатии Ҷумҳурии Тоҷикистон маншаъ мегиранд. Бигузор истиқлолияти давлатамон пояндаву ҷовид бошаду, дар сарзамини азизи мо ва дар ҳар як хонаводаи мардуми шарифи Тоҷикистон ҳамеша шукуфоӣ, сулҳу ваҳдат ва файзу баракат ҳукмрон бошад!

 Аз ин лиҳоз, бо таманниёти нек гуфтаниям бигзор иди муқаддаси Истиқлолият барои ҳар фарди соҳибдилу озодаи кишвар саломатӣ, бахту саодат, зиндагии осуда ва комёбиҳои беназирро оварад.        

 Поянда бод сулҳу оромӣ, суботи сиёсӣ ва ваҳдати миллии мардуми шарафманду тамаддунсози Тоҷикистон!

FINANCIAL LITERACY AND LEGAL ENVIRONMENT IN TAJIKISTAN

DEVELOPMENT OF PROFITABLE COOPERATION WITH FINANCIAL INSTITUTIONS

The MCF "Refinancing Fund"  has decided to implement the directives of the  Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon, aimed at promoting entrepreneurial activity, reducing loan interest rates, and enhancing public confidence in the country's banking system. The Fund is expanding its operations and increasing financing for microcredit funds.

In this regard, on June 11, 2024, a ceremony was held at the management level of financial institutions MCF "Refinancing Fund" and MCF "Sarvati Vakhsh" to sign a cooperation agreement aimed at opening a credit line. The agreement aims to expand access to financial services for the economically active population of the Khatlon region, foster entrepreneurial development, and stabilize the microfinance sector.

The Fund is prepared to expand its cooperation further and enhance the amount of financing, while also seeking to establish mutually beneficial relationships with other domestic credit financial organizations. It offers long-term loans with competitive interest rates in the national currency to facilitate the realization of future plans. This initiative aims to foster economic development and fulfill the statutory objectives of the Fund.

ADVANTAGEOUS PARTNERSHIP

Expanding its cooperation with domestic credit institutions to promote economic development in the country, on June 4, 2024, MCF "Refinancing Fund" signed a Credit Agreement to open a credit line with LLC MDO "Matin". This agreement plays a crucial role in stimulating the growth of small and medium-sized entrepreneurship in rural areas of the Republic of Tajikistan.

Under the terms of the agreement, the MCF "Refinancing Fund" will provide LLC MDO "Matin" with a long-term loan lasting up to 36 months. The primary objective of this loan is to support small and medium entrepreneurs in rural regions, particularly focusing on the development of agriculture, supporting production-based entrepreneurship, and promoting women's involvement in entrepreneurial activities.

This partnership enables small and medium-sized entrepreneurs in remote regions of the country to access affordable financial resources and improves borrowing conditions. The cooperation between MCF "Refinancing Fund" and LLC MDO "Matin" represents a significant stride toward supporting and developing small and medium-sized entrepreneurship in rural Tajikistan. This agreement not only opens up new opportunities for entrepreneurs but also fosters economic growth and enhances the quality of life for the population.

STRENGTHENING THE FUND'S PARTNERSHIPS

On June 3, 2024, the MCF "Refinancing Fund" expanded its cooperation by signing a Credit Agreement to open a credit line with LLC MDO "Finka". This parallel loan marks another milestone in the successful partnership between MCF "Refinancing Fund" and LLC MDO "Finka", one of the Fund's initial clients. The collaboration aims to bolster financial support for small and medium-sized enterprises across the country.

The signing of this loan agreement signifies a crucial advancement in the development of the microfinance sector and the support of small and medium-sized entrepreneurship in the Republic of Tajikistan. This partnership not only creates new opportunities for entrepreneurs but also contributes to overall economic growth and enhances the quality of life for the population.

The partnership between the MCF "Refinancing Fund" and MDO "Finka" LLC exemplifies how coordinated efforts among financial institutions can lead to significant positive transformations in both the economy and society.

Financing of Gorno-Badakhshan Autonomous Region

Microcredit Fund “Refinancing Fund”, in order to implement the instructions of the Founder of Peace and National Unity - Leader of the Nation, President of the Republic of Tajikistan, his excellency  Emomali Rahmon, in the direction of promoting the development of entrepreneurial activity, reducing interest rates on loans and increasing public confidence in the banking system, is expanding the scope of its activities laid the foundation in financing in the Gorno-Badakhshan Autonomous Region.

To further enhance access to financial services for the economically active population in the Gorno-Badakhshan Autonomous Region and bolster entrepreneurial activity while ensuring the sustainability of the microcredit sector, a ceremony was conducted on December 13, 2023, to formalize a loan agreement between the MCF "Refinancing Fund" and the MCF "Madina."

During the agreement signing, Mr. Rakhmonzoda Sharif, Chairman of the Management Board of the MCF “Refinancing Fund”, highlighted that this move establishes the groundwork for providing preferential loans within the the Gorno-Badakhshan Autonomous Region. The Fund is poised to broaden its collaboration, amplifying financing within this region. It aims to forge mutually advantageous partnerships with other local credit institutions, extending long-term loans at favorable interest rates in the national currency. This initiative aims to support the realization of their prospective endeavors.

This initiative contributes to the development of the country's economy and the achievement of the statutory goals of the Fund.

GRATITUDE OF THE MANAGEMENT OF THE ICF "REFINANCING FUND"

On December 7-8, 2023, a Financial Forum was held at the Hyatt Regency hotel, organized by the Association of Microfinance Organizations of Tajikistan on the topic “Regional cooperation as a key factor in strengthening financial infrastructure and expanding access to capital markets.”

Representatives of the Government of the Republic of Tajikistan, the Ministry of Finance of the Republic of Tajikistan, the Ministry of Economic Development and Trade of the Republic of Tajikistan, the National Bank of Tajikistan, International financial organizations, heads of financial institutions and insurance companies took part in this Forum.

The main topics discussed at the Forum were: regional cooperation, digitalization and the use of new financial instruments in the field of financial services, trends in the digital transformation of financial infrastructure - opportunities for market development, financial inclusion, etc.

At this Forum, the Head of the Department for analysis and attraction of investments of the MCF “Refinancing Fund”, Juraev Bekhzod Mashrabovich, made a report on the topic “The contribution of the MCF “Refinancing Fund” to financing the activities of small and medium-sized businesses.”

During the forum, financial institutions and their staff who made a significant contribution to the development of the microfinance system were awarded the “Excellence in Microfinance” and “Diploma of Honor” awards.

In particular, the Director of the MCF “Refinancing Fund” Rahmonzoda Sharif was awarded a Certificate of Honor from the Deputy Chairman of the National Bank of Tajikistan, the Honorable Gulbahar Naziri, for his significant contribution to the development of the country’s banking system and the successful implementation of the Fund’s activities.
