ASIAN DEVELOPMENT BANK REPRESENTATIVES FAMILIARIZED WITH THE ACTIVITIES OF THE MCF “REFINANCING FUND” On February 6, 2025, representatives of the Asian Development Bank (ADB) within the framework of the consulting mission on financing small and medium-sized enterprises (SMEs) led by Senior Financial Sector Specialist Sung Soo Kim and Financial Sector Specialist Monica Yang visited the office of the MCF “Refinancing Fund”. The purpose of the visit was to familiarize with the activities of MCF “Refinancing Fund”, as well as to assess its potential opportunities for further cooperation to support SMEs. During the meeting, Mr. Rakhmonzoda Sharif, Director of the MCF “Refinancing Fund”, familiarized ADB representatives with the main activities of the Fund, presented key financial indicators and main achievements over the past years. During the meeting, the main directions of cooperation and possibilities of its further activation through joint projects were also further discussed. Having familiarized themselves with the achieved results, ADB representatives noted that the Fund has made a significant contribution to the development of the banking sector, entrepreneurship development, including strengthening of the financial system in rural areas of the country and access to finance. At the end of the meeting, ADB representatives expressed their satisfaction with the results of the Fund's activities and confirmed their readiness for further fruitful cooperations.

FAMILIARIZATION OF REPRESENTATIVES OF THE GERMAN DEVELOPMENT BANK (KfW) WITH THE ACTIVITIES OF THE MCF “REFINANCING FUND” On November 20, 2024 representatives of German Development Bank (KfW) represented by Dr. Andreas Schneider - Regional Director of German Development Bank (KfW) in Central Asia, Yasin Ben Said - Senior Manager of German Development Bank (KfW) in Central Asia and Manuchehr Bakoev - Financial - Sector Coordinator of German Development Bank (KfW) in Tajikistan visited the office of MCF “Refinancing Fund”. The purpose of the visit was to familiarize and evaluate the activities of MCF “Refinancing Fund” for the period of its activity and its operation results. During the meeting the Director of MCF “Refinancing Fund”, Mr. Rakhmonzoda Sharif, presented a detailed report on the activities of the Fund. It demonstrated that all key financial indicators of the Fund have shown a steady growth trend over the last five years. The Fund's assets as of October 2024 reached 517 million TJS, which is 4.5 times more compared to 2018, when they amounted to 115 million TJS. The Fund's balance sheet capital amounted to TJS 417 million, a 4-fold increase compared to 2018 when the figure was TJS 103 million. The balance of the Fund's loan portfolio is 345 million TJS, having increased 12 times by 315 million TJS. The number of the Fund's clients increased from 6 in 2018 to 28 in October 2024, showing a 4.67-fold growth. Dr. Andreas Schneider, having familiarized himself with the achieved results, noted the significant contribution of the Fund to the stable development of the banking system and economy of the country. He also expressed satisfaction with the results of the foundation's activity and confirmed the readiness of the German Development Bank (KfW) for further cooperation and coordination.

DEVELOPMENT OF PROFITABLE COOPERATION WITH FINANCIAL INSTITUTIONS The MCF "Refinancing Fund" has decided to implement the directives of the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan, Honorable Emomali Rahmon, aimed at promoting entrepreneurial activity, reducing loan interest rates, and enhancing public confidence in the country's banking system. The Fund is expanding its operations and increasing financing for microcredit funds. GRATITUDE OF THE MANAGEMENT OF THE ICF "REFINANCING FUND" On December 7-8, 2023, a Financial Forum was held at the Hyatt Regency hotel, organized by the Association of Microfinance Organizations of Tajikistan on the topic “Regional cooperation as a key factor in strengthening financial infrastructure and expanding access to capital markets.” Representatives of the Government of the Republic of Tajikistan, the Ministry of Finance of the Republic of Tajikistan, the Ministry of Economic Development and Trade of the Republic of Tajikistan, the National Bank of Tajikistan, International financial organizations, heads of financial institutions and insurance companies took part in this Forum. The main topics discussed at the Forum were: regional cooperation, digitalization and the use of new financial instruments in the field of financial services, trends in the digital transformation of financial infrastructure - opportunities for market development, financial inclusion, etc. At this Forum, the Head of the Department for analysis and attraction of investments of the MCF “Refinancing Fund”, Juraev Bekhzod Mashrabovich, made a report on the topic “The contribution of the MCF “Refinancing Fund” to financing the activities of small and medium-sized businesses.” During the forum, financial institutions and their staff who made a significant contribution to the development of the microfinance system were awarded the “Excellence in Microfinance” and “Diploma of Honor” awards. The contribution of the banking sector to support the development of micro, small and medium-sized businesses in rural areas of the Republic of Tajikistan There was held the ceremony of signing the Agreement on bilateral cooperation with the opening of a credit line between the MCF "Refinancing Fund" and CJSC MDO "IMON INTERNATIONAL" on May 11, 2022. The agreement was signed by the Chairman of the Board of the MCF "Refinancing Fund" Sharif Rakhmonzoda and the Chairman of the Board of CJSC MDO "IMON INTERNATIONAL" Andrey Yaroslavovich Palka. The Agreement will stimulate the field by creating favorable and acceptable conditions for obtaining financial support for micro, small and medium-sized businesses, which, in turn, is one of the priorities of the two organizations. There was held the ceremony of signing bilateral Agreement between the Microfinance Fund "Refinancing Fund" and CJSC "Bank Arvand" on May 6, 2022, which cooperating for many years. The agreement was signed by the Chairman of the Fund Sharif Rahmonzoda and the Chairman of CJSC "Bank Arvand" Shoira Muzaffarovna Sodikova. In order to support domestic financial institutions, expand the access of population to financial services and develop small businesses, the Fund opened a credit line to CJSC "Bank Arvand" for 3 years. The allocated funds will be used for crediting micro, small and medium-sized businesses, as well as for the development of the financial system in remote regions of the country, which will increase the access of population to relatively cheap credit resources. The agreement will allow CJSC "Bank Arvand" to stimulate the field by creating favorable and acceptable conditions for obtaining financial support, which will make a valuable contribution into the strategic development of entrepreneurship in the country. MCF “Refinancing Fund” and CJSC “Bank Arvand” will take advantage of the favorable opportunity and strengthen their cooperation on the basis of mutually beneficial trust, which will undoubtedly have a positive impact on the development of entrepreneurship in the country. In order to support credit financial institutions, expand access to financial services for the economically active population, develop entrepreneurship and strengthen the microfinance sector in the country MCF " Refinancing Fund" signed a Cooperation Agreement with LLC MCO "Oxus" on January 31, 2022. This process facilitates the population's access to relatively cheap credit resources. The provision of long-term loans to micro, small and medium enterprises through credit financial institutions will also contribute to the development of country’s remote regions, which lays the foundation for the development of the country's economy. It should be noted that LLC MCO "OXUS" is a financial credit institution, which is considered as a continuation of the ACTED project on micro crediting and has a special place in the country's financial market since 2006. Due to the coverage of the regions, this credit organization has its branches in almost all cities and regions of the country, which can become a real basis for the implementation of the statutory goals of both the credit organization and the Fund. The MCF “Refinancing Fund”, within its competence, continues to establish fruitful cooperation with credit financial institutions which regulated and controlled by the National Bank of Tajikistan, and provide them with long-term loans at affordable interest rates in the national currency to implement their plans for the future, which contributes to the development of the country's economy and the achievement of its statutory goals.

Supporting the banking sector to develop and support micro, small and medium entrepreneurs in rural regions of the Republic of Tajikistan Microcredit Fund "Refinancing Fund" provides its partners with preferential loans in order to strengthen the bank contribution to the development and support of micro, small and medium entrepreneurs in rural regions of the Republic of Tajikistan. Expanding cooperation with domestic credit financial institutions, within the framework of promoting the country's economic development, on July 22, 2021 MCF “Refinancing Fund” signed a Cooperation Agreement with the opening of a credit line with OJSC “Commersbank of Tajikistan”. According to the signed agreement, the MCF "Refinancing Fund" provides OJSC "Commersbank of Tajikistan" with a loan for a period of up to 36 months in order to support micro, small and medium entrepreneurs in rural regions of the country, which also allows to ensure a certain cycle of economic development, production and support of entrepreneurship in general. Rakhmonzoda Sharif, Chairman of the Board of MCF Refinancing Fund, noted that customers through the structural divisions of OJSC “Commersbank of Tajikistan” will be able to obtain loans in national currency at lower interest rates for up to 36 months, which will contribute to the development of rural regions of the country. He also expressed confidence that cooperation with domestic credit financial institutions that have an extensive system of structural divisions throughout the country will make it possible to attract new customers in rural regions of the country and provide loans to final sub-borrowers with loans on acceptable terms.

Signing of the Agreement on bilateral cooperation with OJSC "Alif Bank" In order to increase access of the economically active population to financial services and strengthen the country's financial sector, the MCF “Refinancing Fund” signed an Agreement on bilateral cooperation with OJSC “Alif Bank”. A ceremony of signing a Cooperation Agreement with the opening of a credit line took place on July 30, 2021. To accomplish the objectives set within the framework of this project, there have been determined conditions for mutually beneficial and long-term cooperation. It should be noted that the allocated funds will be used to develop and strengthen the microfinance sector in rural regions of the country and will expand the access of the economically active population to affordable credit resources. Rakhmonzoda Sharif, the Chairman of the Board of the MCF “Refinancing Fund” noted that the Fund provides loans in national currency exclusively to credit institutions regulated by the NBT to support micro, small and medium-sized entrepreneurship. He also assured that the MCF “Refinancing Fund” will continue its cooperation with other credit financial institutions of the country to help create conditions for sustainable development of the economy of the Republic of Tajikistan.

The Microcredit Fund “Refinancing Fund” continues to cooperate with credit financial institutions by providing loans, based on this, on May 5, 2021, a cooperation agreement with the opening of a credit line was concluded with a new client CJSC “Spitamen Bank”. According to the Bank's prospects, one of the goals of CJSC “Spitamen Bank” is to provide microcredits to various sectors of the economy in remote regions of the country in the medium term, to ensure the functioning of the credit market at low interest rates. It should be noted that the allocated funds of the Microcredit Fund "Refinancing Fund" are aimed to fulfill the instructions of the Founder of Peace and National Unity, Leader of the Nation, President of the Republic of Tajikistan, Emomali Rahmon and the regulator of the banking system to provide the population with micro and medium loans with affordable interest rates for the development of economic sectors, stimulating entrepreneurial activity, which will help restore competition between credit institutions. Chairman of the Board of the Microcredit Fund "Refinancing Fund" Rahmonzoda Sharif welcomed the signing of this agreement and emphasized that the loan is provided at a rate of 8% per annum, and from CJSC “Spitamen Bank” will be provided to the final borrower in accordance with a reasonable banking practice. At the end of the meeting, the Parties discussed the targeted use of the loan and the achievement of the set goals, as well as the continuation of mutually beneficial cooperation.

On May 4, 2021, the Microcredit Fund “Refinancing Fund” signed a loan agreement with the CJSC “International Bank of Tajikistan” in order to support the expansion access of the economically active population to financial resources, develop entrepreneurship and provide micro and medium loans to rural areas of the country. The allocated funds of the Microcredit Fund "Refinancing Fund" are aimed to fulfill the instructions of the Founder of Peace and National Unity, Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon and to achieve the main strategic goals of the Fund, to provide financial services in national currency (somoni) to credit institutions, promoting the development of entrepreneurship and strengthening the financial system in rural areas, as well as for reducing poverty, increasing employment, including crediting to micro, small and medium-sized entrepreneurs in various sectors of the economy. It should be noted that within the bilateral cooperation framework between the MCF "Refinancing Fund" and CJSC "International Bank of Tajikistan" loans are provided at a rate of 8% per annum, which creates a favorable basis for credit institutions to provide loans at low interest rates to the final borrower in accordance with a reasonable banking practice.

On April 13, 2021, at the management level of the MCF “Refinancing Fund” and LLC MDO “Finca” was held signing ceremony of Cooperation Agreement with the opening of a credit line to achieve strategic goals and create a favorable environment for providing microcredit in various sectors of the economy. The MCF “Refinancing Fund” continues to provide medium-term loans through credit financial institutions to increase crediting of various sectors of the economy, as well as access to relatively cheap credit resources in order to ensure the timely implementation of the instructions of the Founder of Peace and National Unity, Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon. It should be noted that in the process of bilateral cooperation between the MCF “Refinancing Fund” and LLC MDO "Finca" there was determined the maximum amount of loans to one (final) borrower in accordance with good banking practice, which contributing to the reduction of interest rates on loans provided to micro, small and medium-sized businesses. The Refinancing Fund will continue to cooperate with the country's credit financial institutions to provide loans at a rate of 8% per annum and will continue to contribute to the development of economy sectors.

Navruz is a holiday of spring, the rebirth of nature, the beginning of agriculture and gardening, the spring equinox, which has remained with us since ancient times and it is celebrating on a huge scale and splendor. On occasion, Navruz, all people, young and old, get together and wish to each other good old days. Also that Navruz holiday declared as an international holiday on the initiative of the Founder of Peace and National Unity – Leader of the Nation, President of the Republic of Tajikistan Emomali Rahmon and celebrates in all countries of the world. Also these days, the Tajik people honor the good traditions of Navruz, provide assistance, and support to those in need. Based on this, as the International Navruz Day and the celebration of the 30th anniversary of Independence of the Republic of Tajikistan, the Refinancing Fund provided material assistance to schoolchildren and teachers of the Panj district of the Republic of Tajikistan by donating 63 pairs of desks and chairs for study. MCF "Refinancing Fund" took part at Annual General Meeting of Association of Microfinance Organizations of Tajikistan on March 12, 2021, which was attended by members of the association represented by the heads of credit institutions. There had been heard the speeches of AMFOT members in the meeting, as well as approved AMFOT's Activity Strategy and Action Matrix for 2021-2023. The meeting was attended by representatives of the Fund “Refinancing Fund”, the Director Rahmonzoda Sharif and Chief Financial Officer Sadulloev Dilovar, who presented the Fund's services through a presentation. During the meeting, the goals and objectives of the Charter, credit products and cooperation principles of the Fund with financial institutions of the country were discussed. It should be noted that representatives of the Refinancing Fund informed financial institutions that in order to fulfill the instructions of the Leader of the Nation and in order to achieve the main goals and objectives of the Fund, the provision of financial services in national currency (somoni) to other credit institutions regulated by the National Bank of Tajikistan, the promotion of entrepreneurship and strengthening the financial system in rural areas, as well as reducing poverty, increasing employment, expanding access to finance for the economically active population, including lending, the Fund reduced the interest rate to 8%. In execution of the message from the President of the Republic of Tajikistan and in order to implement the main goals and objectives of the Fund, providing financial services in national currency (somoni) to other credit institutions regulated by the National Bank of Tajikistan, promoting entrepreneurship and strengthening the financial system in rural areas, and as poverty reduction, increasing employment, expanding access to finance economically active population, including lending activities, the Fund management reduced the interest rate to 8%. It should be emphasized that the Fund has already begun its cooperation with the credit financial institutions of the country on new conditions. MCF "Refinancing Fund" in order to support the expansion of access to financial services for economically active population, develop entrepreneurship and strengthen the microfinance sector in rural areas of Tajikistan has opened a credit line for CJSC Bank "Arvand". The signing ceremony was held on February 4, 2021, under this project each borrower will be granted loans in the amount of up to 200 thousand somoni, outside Dushanbe and Khujand cities, which will give impetus to the development of the microfinance sector in rural areas of the country. MCF "Refinancing Fund" has strengthened its long-standing stable cooperation with CJSC Bank "Arvand”. In its further work MCF "Refinancing Fund" plans to continue this experience with other credit organizations, which will contribute to the development of the microfinance sector in rural areas.

On the basis of article 7 of the Republic Of Tajikistan Law On Anti-Money Laundering And Anti-Terrorism Financing and following the instructions of the MCF “Refinancing Fund” on February 2, 2021 there have been held a presentation on: “Plan and Budget of the Refinancing Fund for 2021” and a training on “Policy and procedures of the Refinancing Fund in AML/CFT/PWMDFP with the participation of the Fund’s staff. The presentation addressed the issues of budget and further goals of the Fund. And the training addressed the issues of identifying risks for clients, the process of working with high-risk clients, as well as the process and propriety of reporting to the Financial Monitoring Department of the National Bank of Tajikistan. The point of this event was to consolidate and to improve the knowledge of the Fund’s staff in AML/CFT/PWMDFP and to familiarize with the Fund's Plan and Budget for 2021.

On December 29 the 28th meeting of the Board of Trustees of the Refinancing Fund MCF was held at the Ministry of Economic Development and Trade. The meeting was chaired by the Chairman of the Board of Trustees of the Fund, Deputy Minister of Economic Development and Trade Abdurahmonzoda Abdurahmon Safarali. The meeting was also attended by other members of the Board of Trustees and invited employees of the foundation. During the meeting were considered the activities of the Fund for the 3rd quarter of 2020. The agenda also included the issue of making changes and additions to some provisions of the Fund and discussed the tasks for the next year. At the end of the meeting, the Chairman of the Board Rahmonzoda Sharif expressed gratitude to the members of the Board of Trustees for their constant contribution to the development of the Refinancing Fund MCF.
